Gloucestershire County Council is carrying out an consultation about the plans to introduce the new limit.
Almost 80 streets would be made safer by the scheme including Folly Lane, Spider Lane, Merrywalks and Bisley Road.
The proposal follows a campaign by county councillor Sarah Lunnon who has worked with Gloucestershire Police, the town council and the county council’s Highways team.
The county council’s Highways is carrying out a consultation period and people have until January 29 to comment on the scheme.
The town council unanimously voted to write to the county council in support of the scheme.
Stroud deputy mayor John Marjoram said: “The scheme does not include the entire town but a sizable chunk. The research shows that lowering the speed limit improves the safety and the environment so we, as a council, support this.”
